At present, there are 29 state-level high-tech enterprises in the cluster area, accounting for 85% of the city.

Through the observation of the projects in the province and the inspection abroad, I strongly feel the momentum of competition, competition and rapid development in all parts of the province, and see the reality that the industrial clusters in the province have their own characteristics, bright spots and great changes. Good foundation, strong strength, rapid progress and strong development momentum; If the original foundation is poor and the strength is weak, speeding up the catch-up will have great catch-up potential.
First, the development speed is fast. Some industrial clusters have developed very rapidly, such as Hu Ling Industrial Cluster in Jiyuan City. The income from main business soared from 65.438+0.057 billion yuan in 2009 to 44.3 billion yuan in 2065.438+02, with an average annual growth rate of 55.2%.
Second, the leading industries are strong. Small and medium-sized cranes in Changyuan county industrial cluster account for more than 65% of the national market share, and large-tonnage high-end cranes account for more than 30% of the national market share. The industrial cluster in Linying County takes food as the leading industry, with 6 food enterprises 1 16, 7 provincial famous trademarks 17 and 2 China famous trademarks 12.
Third, the investment scale is large. Fourth, the technology content is high. Zhengzhou Airport Port Area relies on Foxconn to develop high-tech, high value-added electronic information industry, and strives to build an important electronic information industry base in the central and western regions and the largest smart phone industry cluster in the world.
Fifth, the industrial chain is long. Linying county industrial cluster has formed a complete industrial chain from raw material base, flour product processing, snack food production, food natural pigment extraction to snack food research and development, testing, packaging, marketing and logistics. Yima coal chemical industry cluster has formed a complete industrial chain of raw coal-coal to syngas-methanol-acetic acid-vinyl acetate, and has the earliest and longest coal chemical industry cluster in our province. Xinye county industrial cluster has formed the whole chain management pattern of cotton planting-raw cotton processing-textile-fabric-clothing, and the scale of textile industry ranks first in the province.
No more surprised than I don't know. Compared with advanced provinces, our gap is not small, and there are still some prominent contradictions and problems in the construction of key projects and industrial clusters:
First, the project investment support is insufficient. From the perspective of the whole city, from June 5438 to April, there were 77 new projects in the city, a significant decrease of 364 compared with the same period of last year. The investment was 3.58 billion yuan, a year-on-year decrease of 58.6%. At present, the number of new projects in the city has been greatly reduced, which is difficult to support the rapid growth of investment. The situation of completing the annual fixed assets investment task is very grim. From the scope of industrial clusters, from June 5438 to April, 56 new projects were started in industrial clusters in the city. Among them, there are 44 projects with over 100 million yuan, and * * * * has more new projects with over 100 million yuan, reaching 19, 1 and 9 respectively, while * * * * has only1industrial clusters.
Second, the development of counties (cities) is unbalanced. The city's industrial clusters and circular economy industrial clusters have been hovering outside the top 100. Third, the task of industrial transformation and upgrading is arduous. The structural contradiction of industrial industry is prominent, and the industrial level is low, mostly at the front end of industrial chain and the low end of value chain, and there are few deep processing and terminal projects with high technology content and high added value. In the first quarter, the added value of traditional industries such as coal, aluminum industry, chemical industry, cement, energy and fur accounted for more than 50% of the city, the added value of high-tech industries only accounted for 22.2% of the city, and the added value of four emerging industries accounted for 5. 1% of the city. The task of project construction to promote industrial transformation is very heavy.
Fourth, the level of industrial agglomeration and cluster development is not high. Through the on-the-spot investigation some time ago, this study tour and concentrated observation activities feel that the development ideas of some industrial clusters in our city are clear and effective. However, there are still some industrial clusters whose leading industries are unclear, the project construction and industrial layout are arbitrary, the relationship between upstream and downstream enterprises is not close, the correlation between enterprises is weak, the industrial chain is imperfect and the degree of agglomeration is not high; Others put unrelated or even mutually influential industries together. The leading industries of industrial clusters in Changyuan county account for more than 90% of the industrial output value of clusters. How many of us have reached this level?
Fifth, the efforts to attract investment and undertake industrial transfer are not enough. I have already talked about it at the city's open investment conference. Here I want to point out several phenomena: some industries will not transform or want to transform, and are obviously restricted by the national macro policy. They still don't plan how to attract investment, extend the chain, carry out intensive processing, transform and upgrade, and are still thinking about expanding their scale and reproduction, so they can only walk into a dead end; Some blindly attract investment, and the baskets are full of vegetables. They still introduce the high-energy and high-pollution projects eliminated in the developed areas along the southeast coast as treasures; There is also the problem of homogeneous competition. You introduce me, and I introduce you. For example, diamonds * * * * * are available, and * * * * are all developed.
Sixth, there is a big gap in supporting services. In some industrial clusters, the construction of large-scale infrastructure such as water, electricity and gas has not yet started, and the project has not been settled for many years; Although some are opening up the framework, the gap is still very large. The supporting service functions closely related to production such as logistics, market and finance in most industrial clusters are not perfect enough to meet the needs of industrial cluster development. The construction of scientific and technological research and development platform lags behind, and the driving force for innovation has not yet formed. For example, the industrial cluster in Linying County has three academicians and postdoctoral research centers, seven provincial engineering technology research centers and two national food research and development centers under construction.
Seventh, the problem of interactive integration between production and city has not been completely solved. After reading it, my feeling is basically that there is no city. There are several schools, hospitals and other public service facilities in the new area, and the Wuzhi industrial cluster area implements administrative integration and has the appearance of an urban area. But most of them are in the stage of infrastructure construction, and there are construction sites everywhere. At first glance, it is an industrial park, and the construction of public service facilities is not perfect and matching, not an urban area.
Eighth, the awareness of resource conservation and intensive development is not strong. Some industrial clusters have not strictly implemented land use standards such as investment intensity, floor area ratio and building density. I understand that many projects often give hundreds or thousands of acres of land, and some projects suitable for multi-storey standard factories still build single-storey factories; Other projects have not started construction after occupying land, or the follow-up projects have not been completed after the completion of the first phase, resulting in a large area of idle construction land, extensive land use and waste are still outstanding; Some industrial clusters emphasize introduction, light efficiency, heavy start-up and light production. Some projects failed to achieve production and efficiency on schedule.
Looking at the results alone, the results are gratifying, and the gap between the check and the ratio is large. These shortcomings and problems should be the main direction of our future work, and we should break through them one by one and solve them one by one.
Three, highlight the key points, grasp the key, and promote the construction of key projects and industrial clusters to a new level.
More than half of the second quarter has passed. All departments at all levels should carefully compare key projects and industrial cluster construction tasks, calculate time accounts and task accounts, and further take effective measures to speed up the work progress, so as to ensure the completion of annual targets and reach a new level.
(1) Accelerate the improvement of functions and build nests to attract phoenix. Industrial cluster is the carrier of new industrialization development. The more perfect its function, the greater its attraction. We talk about "building a nest to attract phoenix" to attract "golden phoenix". If the "nest" is not well built and the hardware is not "hard", even if golden phoenix comes, it will not land. It is necessary to intensify infrastructure construction, vigorously promote the construction of public infrastructure such as standardized workshops, power supply, water supply, gas supply, roads, greening, sewage treatment and garbage disposal, further enhance the comprehensive carrying capacity, broaden the development framework, and create conditions for the project to settle in. Do a good job in the construction of productive service facilities, strengthen the construction of productive public service facilities such as logistics, finance, information and human resources training according to the positioning of leading industries and the development needs of supporting industries, and accelerate the construction of a number of enterprise technology centers, inspection and testing centers, incubation centers and technology research and development platforms for small and medium-sized enterprises at or above the provincial level. For industrial clusters, only by vigorously developing leading industries will snowball effect appear, enterprises will gather more and more, industries will gather more and more, and market competitiveness and anti-risk ability will become stronger and stronger. We should attach great importance to the cultivation of leading industries, aim at industrial positioning according to the requirements of "three regulations in one" and "four decisions and one turn", carefully study the industrial layout, solve the problems of what to gather and how to gather, plan and arrange one or two leading industries, and lead the development of industrial clusters. Give full play to the guiding role of policies, adjust the investment scale of enterprises through land use tax in Changyuan county industrial cluster area, and levy land use tax on enterprises with tax income less than 50 thousand yuan/mu. I think it is good and we should learn from it seriously. Comprehensive use of factor allocation, tax sharing, unified assessment and other means, to promote the centralized construction of similar related projects in the jurisdiction, to build industrial clusters of more than 10 billion yuan, and strive to make the added value of leading industries in the city account for more than 70% of industrial clusters in three years. We should plan carefully and seize the great opportunity. For example, Zhengzhou Airport Economic Comprehensive Experimental Zone will have a development space of one trillion yuan of output value and huge investment opportunities. Governor Xie Fuzhan said that we should rely on the airport, take the electronic information industry as the first key industry and actively participate in the integration of the global electronic product supply chain. How can we share a piece of this trillion-dollar airport economic cake and plan industrial links? Attracting investment and undertaking industrial transfer are decisive factors for transformation and upgrading. There are two ways to make leading industries bigger and stronger. One is to speed up the agglomeration, transformation and upgrading of existing industries, and the other is to attract leading enterprises to make them out of nothing and cultivate and develop new industries. These two paths need to be realized by attracting investment and undertaking industrial transfer. It is necessary to strengthen the investment promotion of industrial clusters. Minquan County introduced a Xiangxuehai project, followed by more than 50 supporting enterprises, and the cluster area developed rapidly. It is necessary to give full play to the role of leading industries and leading enterprises, actively introduce similar enterprises, upstream and downstream processing and related supporting enterprises, and promote the development of industries in the direction of precision, depth, chain and group. Industrial clusters with good development foundation such as municipal economy and technology, Mengzhou, Qinyang and Wuzhi should give full play to their advantages, take the lead in breaking through, and strive to form 2-3 advantageous enterprises and industrial clusters with strong competitiveness in the whole province and even the whole country through three years of efforts. It is necessary to change the concept of attracting investment. When introducing enterprises and projects, we should not only take the head size as the selection standard, but also take the degree of industrial relevance as the basic condition, focusing on making up the shortcomings and improving the chain. In our work, we should not only pay attention to the top 500 enterprises at home and abroad, but also pay attention to the introduction of leading industrial enterprises with high technology content, high added value of products and great development potential. It is necessary to strengthen investment attraction. Strictly implement the national industrial policy, control the entrance of projects, introduce large projects, high-tech industrial projects and high-end frontier industrial projects, resolutely keep out projects with high energy consumption, heavy pollution and backward technology, and undertake industrial transfer scientifically and green.
(4) It is necessary to speed up the construction of key projects and provide effective support for transformation and development. Accelerating the construction of key projects is the main driving force to promote industrial transformation and upgrading, an important support to promote economic growth, and an urgent need to ensure the improvement of people's livelihood. It is necessary to strengthen organizational leadership, conscientiously implement the responsibility system for subcontracting leaders of five major construction projects and major projects, and responsible leaders should put more energy into key project construction, take effective measures, effectively solve problems, and ensure the smooth implementation of project construction. In order to speed up the progress of the project, it has entered the "golden period" of project construction. All levels and departments should conscientiously implement the working mechanism of the "seven ones" project, grasp the nodes of the projects under construction, speed up the progress, and strive to be completed and put into operation as soon as possible; The preliminary project should be carefully planned, the operation should be accelerated and the construction should start as soon as possible. To ensure the essential resources and land, priority should be given to the construction of key projects with limited construction land. In terms of funds, do everything possible to win financial support from higher authorities, vigorously carry out bank-enterprise docking activities, and tilt credit indicators to key projects. In terms of environmental protection, we should continue to implement the "budget system" for the total environmental indicators, and give priority to key projects with the total environmental amount released by emission reduction. However, the service function of most clusters in our city is not perfect, the construction of industrial clusters has not yet been connected with urban development, public services and public resources have not been effectively covered, and the separation of production and city and the two-tier production and city are widespread. It is necessary to organically combine the construction of industrial clusters with the promotion of new urbanization, provide more jobs through the development of industrial clusters, and drive more rural population to transfer to cities and towns in an orderly manner. By improving the service function, promoting the radiation of education and health resources to industrial clusters, strengthening the coverage of catering, shopping and entertainment and other supporting services, promoting the integrated layout of space, integrated allocation of resources, integrated upgrading of facilities and integrated enjoyment of services, providing strong support for industrial development, and striving to achieve mutual promotion, benign interaction and integrated development of new industrialization and new urbanization.
(6) Pay attention to the construction of ecological civilization and enhance the ability of sustainable development. To strengthen the protection of the ecological environment, do not pay attention to environmental protection, smoke and sewage all day, how can we prosper the city with production? Each industrial cluster must build a sewage treatment plant, improve the coverage rate of sewage pipe network, and encourage the reuse of reclaimed water; At the same time, strict pollutant discharge standards are adopted to realize clean discharge.
