Strengthen the construction of legal system and standards for safe production.

Accelerate the revision of safety technical standards for non-coal mines, dangerous chemicals, fireworks, road traffic, metal smelting, machinery, special equipment, shipbuilding, fire protection and other industries.
Encourage societies, associations, federations and other social organizations to formulate safety technical standards for the industry according to procedures, and strengthen self-discipline and standardization of the industry. Actively promoting safety technical standards has become an important basis for safety management supervision, industrial policy guidance and safety access. Further promote the standardization of production safety in production and business units, establish and improve the standardized management system of production safety, and strictly implement the standards and norms of safety management, technology, equipment and operation.
(3) Revise and improve relevant systems in time. Strengthen investigation and study, accurately grasp and judge the situation, characteristics and laws of production safety, carefully investigate and analyze every production safety accident, deeply analyze the technical reasons and management reasons of the accident, and improve and perfect the relevant systems in a targeted manner. If the accident investigation reflects that there are loopholes or defects in relevant laws and regulations, it is necessary to start the revision work immediately after the accident is closed.

Front-line personnel engaged in supervision and law enforcement in hazardous chemicals, mines, occupational health and other fields must have corresponding professional knowledge within 3 years. Strengthen the ideological construction, work style construction and business construction of law enforcement personnel in production safety supervision, and establish and improve the supervision and assessment mechanism. Further strengthen the construction of a clean and honest government, strengthen discipline, resolutely investigate and deal with corruption and dereliction of duty, publicize and promote advanced models of grassroots safety production supervision and law enforcement, and establish a good social image of clean law enforcement.

Leading cadres at all levels should be models to respect and abide by the law, take the lead in implementing the rule of law, act according to law, and use the rule of law thinking and the rule of law to solve the problem of safety in production. The provincial safety production supervision department shall, jointly with relevant departments, earnestly carry out supervision and inspection, promote the implementation of safety production supervision and law enforcement measures, and report major situations to the provincial government in a timely manner.
